Update guidelines page

Phil Greenspun has, sadly, closed Loquacious due to spam, and BlogVoices appears to have gone bye-bye too, but we're still pointing people to them on the guidelines page.

Yeah, it's quaint, and in dire need of an update (with links to Blogger.com and Typepad instead I think).

I noticed that earlier this week and knew I should update it soon. It's on the TaDa list!
