I can't find the post that linked to an online tool to make comic strip, with a variety of artists, even though I posted at least one strip in that thread and looked through all the posts tagged with 'comic'. Either I'm blind, insane, or stupid. Does anyone know what I'm talking about?

I am having trouble finding a post to a cool web tool (java, maybe?) where you chose a parameter or some colors, then dragged your mouse around to make spline-y funky patterns. It seems it would have been especially useful to make cool mathy looking web backgrounds. I haven't the foggiest idea what search terms to even start with, and those I've tried have come up empty. Anyone know what I'm talking about?

I'm looking for a GIF or PNG I've seen posted to the grey/blue before. It's a stylised illustration of a stick-man with his hand up a cow's rear-end. The cow doesn't look altogether pleased.
The image is drawn in a road-sign fashion. I've tried searching for it but it didn't turn up. Can someone help me out?
