Are numeric HTML entities allowed or not?

I found this previous MeTa post, which states why numeric html entities are not allowed. However, there seem to be no named entities for the musical notes. How did this happen then?

They're not entities. They're unicode.

You just paste the characters in, and they'll work.

Since we're here, I have a question. I remember seeing a unicode symbol that looked like someone flipping the bird. I can't seem to find it now though. Anyone know what I'm talking about?

8869 is some kind of hanzi character, the other one is the victory hand. What I'm looking for could be described as three vertical rectangles combined into one shape. The two rectangles on either side are shorter than the one in the middle, making it look like a raised middle finger.

Doesn't work two good here since the white chars are a different width then the grey ones.
