He hasn't done it everytime but enough to warrant suspicion (50% of his comments). It might just be a "Todd Lokken" scenario, where nbd does not yet understand that there is no need for a signature and does not have a clear understanding of what is appropriate. Perhaps not.
The project is a bit over the top, but if the comment issues is simply a misunderstanding, it would not be a serious offense. An email from matt or jess should clear things up.

I sent him an email. We see a lot of people who come over here from UBB systems and don't quite get that signatures aren't really useful or appripriate here.

Fuck new users who don't give enough of a shit to know not to spam the site. Ban 'em and let 'em spend $5 if they want to show contrition.

Banning is too quick and offers too little entertainment. Lure him over to Metatalk, pile on him until he bursts into flame, then ban him. It is the process that is important, not the destination.
