Two questions about AskMe

I'm going to combine two questions into one here since they're related:
1. When did "mark as best answer" show up in AskMe? Sometime in the last few hours, if I'm not mistaken. What is the effect of marking something as the best answer? (Apologies if I missed an announcement)
2. Does asking a question, and then having it deleted, still use up your AskMe quota?

kenko - Where is the "mark as best answer feature"? Does it appear when you post a question? I can not find it.

MLIS: It appears after the date stamp but only in questions that you have asked.

I'm thinking that asking a question and having it deleted should use up your AskMe quota for two weeks, personally.

Asking a bad askme should still use up your weekly quota.

Questions have been deleted for other reasons than just being bad, like Hands of Manos' about customizing user pages--that was just in the wrong place.
