Local music library streaming thread

I’m looking for a thread from the past month about a few libraries (Seattle and San José are the two I remember) who set up streaming services for local unsigned bands. Searches for “music streaming libraries” or the cities in question haven’t shown me the thread. Help?

A List political blogger Kevin Drum gives a link and name check to MetaFilter and, all posts belonging to their authors being considered, a nameless check and kudos to codacorolla:
It's worth a few minutes of your time to read the whole thing from the beginning.

Meanwhile, on Etsy...

A few months ago, honey-barbara posted an FPP to highlight the work of Wendy MacNaughton. Many mefites especially enjoyed her illustrated documentary in watercolor on the San Francisco Public Library, part of an ongoing series she does for The Rumpus. Appropriately enough, it has now been turned into a book. [more inside]

Please don't ask

I was in my local public library today and wanted to look up a thread about Paris that I'd seen in Ask Metafilter, so I got on one of the library's computers. I was surprised to find that the library blocks Ask MeFi. How common is this? How can I get the library to unblock it?
